1 212 924 5060Fred Wilmers, a registered architect with over 22 years of professional experience, joined Rafael Viñoly Architects in 1995. As Project Architect he participated in the 1.2-million-square-foot master plan for the Bronx County Hall of Justice, and later worked as Project Manager on the 775,000-square-foot Phase I courthouse building. He was Project Manager on the River Center, a 1.4-million-square-foot mixed-use institutional/residential project in Manhattan. For both of these projects, he employed his thorough knowledge of the New York City Zoning Resolution and experience on ULURP (Uniform Land Use Review Process), as variances to the zoning resolution were requested in both cases. The process includes building consensus among the Department of City Planning, the local community board, the borough president’s office, City Council, and the Art Commission.
Fred’s expertise is in directing complex projects with multiple clients and governing bodies, not only in New York City but on the federal level as well. His extensive background in the security design of public buildings started with thevulnerability analysis he conducted for the Bronx County Hall of Justice in 1999 and continued with the implementation of security measures, including blast-resistant design, in the exterior wall systems of the Bronx courthouse and of the John Edward Porter Neuroscience Research Center at the National Institutes of Health in Bethesda, Maryland. He also served as Project Director on the Howard Hughes Medical Institute Janelia Farm Research Campus, a 546,500-square-foot medical research and conference complex in Asburn, Virginia, leading the project from New York until an on-site office was established.
In addition to working as Project Architect on the enclosure of the Princeton University Stadium, Fred has been involved with a variety of other commercial, retail, institutional, and residential projects, including a master plan for New York’s Columbia Presbyterian Medical Center, where 10 million square feet of growth were projected over 30 years, involving medical, educational, and residential construction within the available zoning rights of the institution’s properties. He also worked on zoning and egress for Jazz atLincoln Center in Manhattan. Prior to joining Rafael Viñoly Architects, Fred worked as a project designer on large-scale office and mixed-use buildings in New York and London.
